What “local” and “cloud” CCTV storage actually mean

Local storage keeps your footage on a physical device at your premises. For most installations this is a network video recorder (NVR) for IP cameras, or a digital video recorder (DVR) for older analogue systems. The recorder writes to one or more hard drives sized for your retention needs. You own the hardware, the footage sits on your site, and you access it over your local network or a secured remote connection.

Cloud storage sends footage off site to a remote data centre over your internet connection. You typically pay a monthly subscription per camera. The footage is held by the provider, and you view it through an app or web portal. Some cloud systems still keep a short local buffer on the camera or a small gateway, then upload clips or continuous footage to the cloud.

Hybrid storage combines the two. You record continuously to a local NVR and automatically copy important events, or a rolling backup, to the cloud. This is increasingly the practical choice for businesses that want resilience without paying to stream every camera to the cloud around the clock.

The honest trade-offs

No single option is best for everyone. Here is how they compare on the factors that actually drive the decision.

Cost over time

Local storage costs more on day one because you are buying the recorder and drives. After that, running costs are low. A cloud system can look cheaper to install, but the per-camera monthly fee adds up. For an eight-camera system kept for several years, local or hybrid usually works out cheaper overall. If you only have one or two cameras, the maths can favour cloud.

Your internet connection matters more than you think

This is the point most often overlooked in Northern Ireland. Cloud CCTV continuously uploads video, and home and small-business broadband is optimised for download, not upload.   • Multiple sites, or you need to check cameras from your phone constantly: cloud, or hybrid if you also want high-resolution local recording.
  • Remote, isolated, or previously burgled premises: hybrid, so footage survives even if the recorder is taken.
  • Limited or slow broadband upload: local, or hybrid that only backs up short clips.
  • Strict, long retention requirements: local or hybrid, where you control drive capacity rather than paying escalating cloud fees.

How much storage do you actually need?

Storage capacity is where many systems are under-specified, and it is the same question whether you go local or cloud. Three things drive how much you need: the number of cameras, their resolution, and how many days you want to keep footage.

Higher resolution cameras produce larger files. A 4K camera generates several times more data than an older 1080p unit, so a system that records everything in high resolution needs far more capacity than people expect. Recording mode matters too. Continuous 24/7 recording fills storage quickly, while motion-triggered or scheduled recording can dramatically reduce the volume, at the cost of only capturing activity rather than a complete timeline.

For local systems, this translates directly into drive size. A small four-camera system kept for 30 days might fit comfortably on a single large drive, while a sixteen-camera high-resolution system recording continuously can need a multi-drive recorder. For cloud systems, the same factors decide which subscription tier you need, and they are the reason cloud bills climb when you add cameras or raise resolution. A proper survey calculates this for your specific cameras rather than guessing, so you are not paying for capacity you will never use, or running out of space mid-month and silently losing the footage you needed.

It is also worth planning for growth. Businesses that add cameras later often find a recorder bought to the exact minimum has no spare drive bays or bandwidth headroom. Sizing with a little room to expand usually costs little extra up front and saves a full replacement down the line.

Data protection: storage choices have GDPR consequences

CCTV footage that can identify people is personal data, so it falls under UK GDPR and the Data Protection Act 2018. As the operator you are the data controller, and you are responsible for keeping footage secure, retaining it no longer than necessary, and being able to respond to a subject access request. Note that UK GDPR, not EU GDPR, applies in Northern Ireland for data protection purposes, despite the Windsor Framework arrangements for goods.

Your storage choice changes your obligations in one important way. If you use cloud storage, you need to know where your footage is held. Storing footage on servers outside the UK counts as an international data transfer under Chapter V of UK GDPR. Transfers to the EEA are generally permitted under existing adequacy decisions. Transfers to the United States are only covered if the provider is certified under the UK-US Data Bridge, which has been in force since October 2023, and you should verify that your specific provider is enrolled. Other destinations need appropriate safeguards such as the UK International Data Transfer Agreement. Before choosing a cloud provider, confirm where footage is stored, whether a US provider is Data Bridge certified, and what contractual safeguards cover any transfer outside the UK.

Good practice for video surveillance is also set out in BS EN IEC 62676-4:2025, the application guidelines covering planning, design, installation and maintenance of video surveillance systems. The Surveillance Camera Code of Practice remains in force and is overseen by the Biometrics and Surveillance Camera Commissioner. While the statutory Code applies directly to public bodies, it is recognised best practice for all operators, and the ICO references it in its own video surveillance guidance.

How long should a business keep CCTV footage in Northern Ireland?
There is no single fixed period in law. Under UK GDPR and the Data Protection Act 2018 you must keep footage only as long as necessary for the purpose you collected it, then delete it. In practice most businesses retain footage for around 30 days, which balances the time needed to notice and report an incident against the duty not to hold personal data longer than required. Higher-risk sites sometimes justify longer, but you should be able to explain why. Whatever you choose, your storage must be large enough to hold that period reliably. A local NVR is sized by drive capacity, while a cloud plan sets retention by subscription tier, so confirm the figure before you buy.

Can I view my CCTV cameras from my phone if I use local storage?
Yes. Remote viewing does not require cloud storage. A modern NVR can be configured for secure remote access so you can watch live and recorded footage from a phone or laptop. The key word is secure: remote access must be set up correctly, with strong unique passwords, up-to-date firmware and properly controlled connections, rather than exposing the recorder directly to the internet. Poorly configured remote access is a genuine security risk. Is cloud CCTV more secure than local recording?
Neither is automatically more secure; they fail in different ways. Cloud protects footage from on-site theft, fire or tampering because the recording is already off site, but it depends on the provider’s security and on a reliable, well-protected internet connection. Local recording keeps footage fully under your control and offline, but the recorder itself must be physically secured against theft and damage. For many businesses the strongest position is hybrid: record locally for full resolution and control, and back up critical events to the cloud so no single failure loses everything.

UK GDPR (UK General Data Protection Regulation)
The UK’s data protection law governing how personal data, including identifiable CCTV footage, is collected, stored and used. It sets out principles such as keeping data secure, holding it no longer than necessary, and honouring individuals’ rights. In Northern Ireland it is the UK GDPR that applies, not EU GDPR, for data protection purposes.

Data Protection Act 2018
The Act that sits alongside UK GDPR and tailors it to UK law. Together they make a business operating CCTV the “data controller”, responsible for securing footage, setting a justified retention period, and responding to subject access requests from people captured on camera.

UK GDPR Chapter V (international data transfers)
The part of UK GDPR that controls sending personal data outside the UK. Storing CCTV footage on cloud servers abroad counts as such a transfer and is only lawful with an adequacy decision, a recognised mechanism like the UK-US Data Bridge, or appropriate safeguards such as the UK International Data Transfer Agreement.

UK-US Data Bridge
A mechanism in force since October 2023 that allows personal data to be transferred from the UK to US organisations that are certified under it. If you use a US-based cloud CCTV provider, you should verify the provider is actually enrolled, as not all are.
