Covert CCTV
Advanced Overwatch designs and deploys covert CCTV for businesses across Northern Ireland.
When theft or misconduct is happening and overt cameras would simply move it elsewhere, covert CCTV gathers the evidence discreetly. We deploy hidden cameras lawfully, proportionately and for a defined purpose, with footage handled so it stands up when you act on it. Like all our professional services, this is available at any location.
When covert CCTV is the right answer
Covert deployment is a narrow tool for a narrow situation. It suits cases where a specific loss or a specific allegation is already established, where telling people would destroy the only chance of an answer, and where the deployment can be limited to particular places for a defined period.
Typical situations: stock leaving a storeroom that only a handful of people can reach; cash discrepancies on one till and one shift; fuel or tools going from a yard overnight with no forced entry; deliberate damage to a vehicle or a building; or an allegation against a named person that cannot be resolved from the records you already hold.
Situations we turn down: general suspicion with no pattern behind it; a wish to keep an eye on productivity; and anywhere people have a high expectation of privacy, such as changing areas and welfare facilities. Where covert cameras are the first thing tried rather than the last, the evidence tends to be unusable and the employment risk lands back on the client.
Most of the covert work we are asked about is retail, and our retail security page covers the overt measures that should be in place first.
What this service covers
Discreet deployment with the legal side handled from the start.
Lawful deployment planning
A defined purpose, necessity assessment and documented authorisation before any camera goes in, so the evidence is usable.
Discreet installation
Cameras concealed appropriately for the environment and removed cleanly when the investigation concludes.
Evidence handling
Footage captured, stored and exported with continuity in mind, ready for HR processes, insurers or police.
How a covert deployment runs
Assessment. A covert deployment starts by reviewing the history, the existing footage, access records and stock or till data, to establish whether the question can be answered without a covert camera at all.
Authorisation. Before anything is installed we record the purpose, why less intrusive options were rejected, who authorised it, the areas covered, the review date and the end date. That record is what makes the evidence usable later.
Deployment. Equipment is chosen for the environment and installed discreetly, with coverage limited to the area under investigation and nothing more.
Review. The deployment is reviewed at the agreed point. If nothing supports continuing, it stops.
Evidence and removal. Footage is exported with continuity preserved, other people are obscured where required, equipment is removed cleanly and the file is closed with a written summary you can rely on in an HR process, an insurance claim or a report to the police.
The law, questions to ask and what happens next
The rules come from UK GDPR and the Data Protection Act 2018: a defined purpose, necessity, proportionality, a recorded decision and the shortest deployment that answers the question. The Information Commissioner’s Office guidance on CCTV and video surveillance is the standard we work to, and its legitimate interests guidance covers the balancing test a covert deployment has to pass. Where the outcome may affect an employee, the fairness of the process matters as much as the footage, and the Labour Relations Agency publishes the Northern Ireland codes of practice on disciplinary and grievance procedures that employers are expected to follow.
Worth asking any supplier: will they write the authorisation record before installing anything; will they tell you when a deployment is not justified; what happens to footage of people who are not the subject; who holds the only copy; and how the deployment ends.
Covert CCTV questions
Is covert CCTV legal?
Yes, when it is necessary, proportionate, for a defined purpose and properly authorised. Deployments that skip those steps produce evidence you may not be able to use, which is why we handle the groundwork first.
When is covert CCTV justified?
Typically where there is a genuine suspicion of theft, fraud or serious misconduct, informing people would defeat the purpose, and less intrusive options have been considered.
Can I use covert cameras to monitor staff generally?
No. Continuous covert monitoring of a workforce is not something we will deploy. Covert cameras are for a specific, time limited investigation with a written justification behind them. General monitoring has to be overt, signed and explained to staff, and if that is what you need we will design it that way instead.
Who sees the footage?
Access is restricted to the named people involved in the investigation, with handling rules agreed before deployment.
How quickly can a covert system be deployed?
Usually quickly once the authorisation groundwork is done. The planning is what protects you, so we do it properly rather than skipping it.
Is covert audio recording allowed?
Audio is treated as more intrusive than video and is very rarely proportionate. Our covert deployments are video only unless there is an exceptional written justification, and in most cases we will advise against audio because it puts the rest of the evidence at risk.
What happens to the footage if the investigation finds nothing?
The deployment ends on the review date, the equipment is removed and the footage is deleted under the retention rule agreed at the start. You get a short written closing note so the file shows a clear beginning and end, which matters if anyone asks about it later.
