What Does Alarm Monitoring Include in Northern Ireland, and What Are You Paying For?

Alarm monitoring means your alarm signals go to a staffed alarm receiving centre rather than just sounding at the building. For a monthly fee you get 24-hour signal handling, a defined escalation chain to you and your keyholders, and, where the system qualifies, a police response request. Everything beyond that varies by contract.

That last sentence is the one that catches people out. Two monitoring quotes in Northern Ireland can look almost identical on price and cover very different things. One might include annual maintenance, keyholding and a guaranteed response time. The other might cover the signal handling alone and bill you separately every time an engineer is needed. Neither is wrong, but you cannot compare them until you know what sits inside the fee and what sits outside it.

What alarm monitoring actually is

An unmonitored alarm, often called a bells-only system, does one thing when it activates: it makes noise. It relies entirely on somebody nearby hearing it, caring about it, and acting on it. In a busy street that can work. On a rural site outside Magherafelt at two in the morning, or in a business park after hours, it frequently does not.

A monitored alarm adds a second layer. The control panel transmits activation signals over a communication path to an alarm receiving centre, or ARC, which is a facility staffed around the clock by operators trained to handle those signals. The ARC does not simply log the alarm. It works through a documented procedure for that specific site: confirm the signal type, check it against the site’s response plan, and escalate.

The facilities themselves are built to a standard. BS EN 50518 sets out requirements for alarm receiving centres covering the physical construction of the building, the technical resilience of the systems inside it, and the operational procedures the staff follow. This matters more than it sounds. An ARC that meets the standard has redundant power, redundant communications, controlled access and documented operator procedures, which is what allows it to keep handling your signals during a power cut, a storm or a broadband outage.

The monitoring service is separate from the alarm itself. You can own the equipment outright and buy monitoring as a service, and you can change monitoring provider without changing the hardware. Many people do not realise this, which is why some contracts run for years past the point where they still make sense.

What happens in the first minutes after an activation

The escalation chain is the part of the service you are really buying. It is worth understanding what a well-run one looks like, because it is where providers genuinely differ.

Signal received and classified

The panel transmits within seconds of the detection. The ARC receives it and classifies it: is this a single unconfirmed detection, a confirmed alarm from two independent detectors, a panic or hold-up signal, a fire signal, or a fault such as a low battery or a lost communication path? Each type triggers a different procedure. A single unconfirmed movement detection at a warehouse is handled very differently from a hold-up alarm at a retail counter.

Escalation to keyholders

The ARC then works down your nominated contact list. This is your list, and you control it. Most sites nominate two or three keyholders, and the ARC works through them in order until somebody answers. If nobody answers, the response depends on what your contract says, which brings us to the next point.

Police response, where the system qualifies

Where the system is installed by an SSAIB-registered company and registered with PSNI for a Unique Reference Number, or URN, the ARC can request police attendance on a confirmed activation. Two points are commonly misunderstood here. First, it is the installer or the monitoring ARC that applies for and administers the URN, not the customer. Second, the request is normally made on confirmed activations only. BS 8243 covers the design and configuration of systems intended to reduce false alarms, and sequential confirmation is the mechanism that protects the URN. Too many unconfirmed activations and the URN can be withdrawn, at which point police response stops. This is standard practice across UK policing rather than anything specific to one installer.

What a monitoring contract normally includes, and what usually does not

This is the table to take into a quote conversation. The left column is what a monitoring fee typically covers everywhere. The right column is what varies, and where two quotes diverge.

Three of those right-hand items cause most of the friction. Keyholding and response is the big one: if nobody on your list answers at three in the morning, does somebody actually attend the site, or does the ARC simply log that it could not reach you? Keyholding and response services are covered by BS 7984, and if you want that service it needs to be written into the contract, not assumed.

Maintenance is the second. A monitoring fee is not a maintenance contract. Some providers bundle them, some do not, and a bundled quote will always look dearer next to an unbundled one until you add the callouts back in.

Signalling connectivity is the third, and it is the one people forget until the bill arrives.

Monitoring is not only for intruder alarms

The phrase “alarm monitoring” tends to make people think of intruder alarms only, but the same ARC infrastructure handles several system types, and they can sit on one contract.

  • Intruder alarms. The classic case, with confirmed activation and URN police response.
  • Fire alarms. Monitored fire signals mean an out-of-hours fire activation reaches somebody rather than sounding into an empty building. For commercial premises this closes a real gap, because a fire at 2am in an unoccupied unit is exactly the scenario where an unmonitored system helps least.
  • CCTV. Monitored, detector-activated camera systems allow visual verification of an activation and, where operators can speak through on-site audio, an immediate challenge to somebody on the premises.
  • Access control. Door-forced and door-held-open events, plus failed credential attempts, can be escalated rather than sitting in a log nobody reads until Monday.
  • Emergency lighting. Fault reporting from monitored systems flags failures that would otherwise only surface at the next scheduled test.

The practical argument for consolidating is not price, it is coherence. When one provider monitors the intruder alarm, another monitors fire, and the CCTV runs on an app nobody checks, nobody holds the full picture of what happened during an incident. One contract, one response plan and one set of reporting is easier to run and considerably easier to hand to an insurer or an auditor. How the signal reaches the ARC, and why the path matters

None of the above works if the signal never arrives. Alarm transmission systems are covered by BS EN 50136, which classifies transmission paths by how quickly a fault is detected and how reliably signals get through.

A single-path system, typically over broadband, has an obvious weakness: cut the line or lose the connection and the alarm goes nowhere. Dual-path signalling adds a second independent route, usually mobile data, so the loss of one path does not silence the system. Just as importantly, a supervised path is actively monitored for availability, so the ARC knows within a defined window that the connection has dropped and can tell you. An unsupervised path can be dead for weeks without anybody noticing.

For rural properties and sites across Northern Ireland where broadband is less reliable, and for any premises where an intruder could reach an external cable, dual-path is the difference between a monitored system and a system you believe is monitored.

What drives the cost of alarm monitoring

Monitoring is quoted per site and per system, so a single figure is rarely meaningful without the detail. These are the factors that move a quote:

  • Number of systems monitored. One intruder panel is cheaper than intruder, fire, CCTV and access control on one site.
  • Number of sites. Multi-site organisations are usually quoted differently from single premises.
  • Signalling type. Dual-path supervised signalling costs more than single-path, and carries its own connectivity charge.
  • Whether police response is required. A URN-eligible configuration needs confirmed-alarm capability, which affects both the system specification and the monitoring setup.
  • Whether keyholding and physical response are included. This is a staffed service and is the single largest variable in most quotes.
  • Whether maintenance is bundled. A monitoring-only fee and a monitoring-plus-maintenance fee are not comparable numbers.
  • Response plan complexity. A site with one keyholder and one procedure is simpler to service than a site with shift patterns, multiple zones and different escalation rules by time of day.
  • Insurance requirements. Many commercial insurers require monitored alarms as a condition of cover, particularly for higher sums insured or higher-risk premises, and the grade or configuration they specify affects the cost. Always check your own policy wording rather than assuming.

The useful question to ask a provider is not “what is your monthly price” but “what is your monthly price, and which of the items in the right-hand column above are inside it”.

Professional insight: what we see go wrong

From a management perspective, the recurring problem in Northern Ireland is not that people buy bad monitoring. It is that the contract quietly stops matching the site.

The most common one we encounter on takeover audits is an out-of-date keyholder list. A business changes managers twice over five years, nobody updates the ARC, and the escalation chain now runs through two people who no longer work there. The monitoring is technically working perfectly. In practice it escalates into a void. This costs nothing to fix and almost nobody checks it.

The second is signalling that was specified for a building that has since changed. A site adds a mezzanine, a new unit or an external store, the detection is extended, and the signalling path and response plan are never revisited.

The third is auto-renewal on a contract nobody has read since it was signed. Monitoring contracts frequently renew on long terms, and the point to review is before renewal, not after.

None of these are technical failures. They are administrative ones, which is exactly why they persist. A short annual review of the response plan, the keyholder list and what the contract actually covers catches all three.

Can you switch alarm monitoring providers?

In most cases, yes. The monitoring service and the alarm hardware are separate things, and a system in good condition can usually be taken over by a new provider without replacing equipment. The practical steps are:

  1. Check your notice period and renewal date. This is the constraint that determines the timeline, so establish it first.
  2. Confirm who owns the equipment. Where a system was supplied under a bundled rental or finance arrangement, ownership may not be what you assume.
  3. Get a takeover survey. The incoming provider inspects the system, confirms it can be supported, and identifies anything that needs remedial work before it can be certificated and monitored.
  4. Handle the URN. If the site holds a URN and you want to keep police response, the transfer needs to be managed properly between the outgoing and incoming providers. Do not let this fall through the gap.
  5. Rebuild the response plan. Treat the switch as the moment to rewrite the keyholder list and escalation rules from scratch rather than copying across whatever was there.

A takeover is not always the right answer. If the survey finds a system that is beyond economical support, replacement may cost less over the contract term than keeping an ageing panel alive. A provider willing to tell you that is worth more than one who is not.

How to compare monitoring providers in Northern Ireland

  • Ask which ARC handles the signals, and confirm it is a facility meeting BS EN 50518.
  • Confirm the installer’s certification scope actually covers the systems being monitored. Certification is granted by discipline, so an approval covering intruder alarms does not automatically cover every system on your site.
  • Get the inclusions in writing, using the table above as your checklist.
  • Ask what happens when no keyholder answers, and get the answer in writing.
  • Ask how faults and communication losses are reported to you, and how quickly.
  • Check the contract term, the notice period and the renewal mechanism before you sign, not at renewal.
  • Ask whether the quote includes maintenance, and if so at what frequency.

What happens to my monitoring if the broadband goes down?

It depends entirely on the signalling path. On a single-path system running over broadband, the connection to the alarm receiving centre is lost and activations cannot be transmitted. On a supervised path, the ARC is alerted that the connection has dropped, usually within a defined time window, and will contact you. On a dual-path system, signals automatically transfer to the second route, normally mobile data, and monitoring continues uninterrupted. This is the practical reason dual-path signalling is specified on sites where a monitoring gap would be costly, and it is worth confirming which arrangement you actually have rather than assuming.

Does a monitored alarm guarantee police attendance?

No, and any provider suggesting otherwise is overselling. Police attendance depends on the system holding a valid Unique Reference Number and on the activation being confirmed, normally through two independent detections. Unconfirmed single activations do not generally attract a police response. A URN can also be withdrawn if a site generates repeated false alarms, and once withdrawn it takes work to reinstate. This is why confirmed-alarm design under BS 8243 matters, and why a monitoring provider should be actively managing your false alarm rate rather than simply passing signals along.

Do I need monitoring if I already get alerts on my phone?

App alerts and professional monitoring solve different problems. An app tells you something happened, assuming you have your phone, you are awake, you have signal, and you are in a position to act. Monitoring means somebody whose entire job is handling that signal acts on it whether or not you are available, works through your keyholder list, and can request police attendance on a confirmed activation. For a home where somebody is usually contactable, app alerts may be enough. For commercial premises, rural sites, or anywhere left unattended for long periods, they are a supplement to monitoring rather than a replacement for it.
