Legal Requirements

Emergency lighting is a legal requirement in virtually all non-domestic premises across the UK and Northern Ireland. Under the Regulatory Reform (Fire Safety) Order 2005 and the Fire Safety (Northern Ireland) Order 2010, the responsible person must ensure that emergency escape lighting is provided where needed. Failure to comply can result in enforcement notices, prohibition orders and criminal prosecution. Insurance policies may also be invalidated if emergency lighting is inadequate or untested.

The relevant British Standard is BS 5266-1:2016, which sets out the code of practice for the emergency lighting of premises. Advanced Overwatch designs and installs all systems to this standard.

Types of Emergency Lighting

We install all categories of emergency lighting to suit the size, use and risk profile of your building:

  • Maintained Emergency Luminaires — The lamp is illuminated at all times, whether or not the mains supply is present. Commonly used in places of entertainment, cinemas, theatres and licensed premises where lighting may be dimmed.
  • Non-Maintained Emergency Luminaires — The lamp only illuminates when the mains supply fails. The most common type found in offices, factories, warehouses and retail premises.
  • Sustained Emergency Luminaires — Contain two or more lamps, at least one of which is energised from the emergency supply. Provides both normal and emergency lighting from a single fitting.
  • Self-Contained Systems — Each luminaire contains its own battery, charger and control circuitry. Ideal for smaller buildings or where running central cabling is impractical.
  • Central Battery Systems — A single battery unit powers multiple luminaires throughout the building. Preferred for larger buildings, hospitals, shopping centres and multi-storey premises where centralised monitoring and maintenance is advantageous.

Where Emergency Lighting Is Required

BS 5266-1 specifies that emergency lighting must be provided at the following locations as a minimum:

  • Each escape route and exit door
  • Intersections of corridors and any change of direction along an escape route
  • Stairways, so that each flight receives direct light
  • Changes in floor level
  • Windowless rooms and toilet facilities exceeding 8m²
  • Fire alarm call points and fire-fighting equipment locations
  • Final exit doors and immediately outside each final exit
  • Lifts (to illuminate the car and landing areas)
  • High-risk task areas where sudden loss of light creates danger

Design & Installation

Our design process follows BS 5266-1 and incorporates a thorough risk assessment of your premises. We carry out lux-level calculations to ensure minimum illumination of 1 lux along escape route centre lines and 0.5 lux across the full width. Emergency exit signage is designed to EN ISO 7010 standards and positioned for maximum visibility. All installations are completed by City & Guilds 18th Edition qualified electricians and inspected by City & Guilds 2391 qualified personnel.

Testing Requirements

Regular testing is essential to ensure your emergency lighting will operate when needed. BS 5266-1 requires:

  • Monthly functional tests — A brief test to confirm each luminaire illuminates correctly when the mains supply is interrupted. Results must be recorded in a log book.
  • Annual full-duration tests — Each luminaire is tested for its full rated duration (typically 3 hours) to confirm the battery provides adequate backup power. Failed units must be replaced promptly.
  • Daily visual checks — Where central battery systems include indicator panels, a daily check should confirm the system is in normal operating condition.

Emergency lighting can be integrated with your fire alarm system to provide coordinated activation during an emergency. We design systems that illuminate escape routes automatically when the fire alarm is triggered, providing clear evacuation guidance even before a mains failure occurs.
